A memorandum of understanding (MOU) was signed between the Bangkok Art and Culture Centre (BACC) and the Southeast Asian Ministers of Education Organization Regional Centre for Archaeology and Fine Arts (SEAMEO SPAFA) on 9 August 2023.
The signing took place at BACC on the start of the second day of SEAMEO SPAFA’s ‘Arts in Heritage’ event. The MOU was signed by Ms Adulaya Hoontrakul, Director of BACC, and Mr Khemchat Thepchat, Director of SEAMEO SPAFA.
Through the signing of the MOU, which is extendable on an annual basis up to 3 years, the two parties (ie. BACC and SEAMEO SPAFA) establish a mutual understanding and general framework of collaboration and cooperation in areas of mutual interest and in particular in the area of arts and cultural heritage.

Bangkok Art and Culture Centre (BACC) is a contemporary arts centre in Bangkok, Thailand. Art, music, theatre, film, design and cultural/educational events take place in its exhibition and performance spaces. The centre includes cafes, art galleries, bookshops, craft shops, and an art library. It is intended as a venue for cultural exchange, giving Bangkok an operational base on the international art scene.
SEAMEO SPAFA, the Regional Centre for Archaeology and Fine Arts, is under the aegis of the Southeast Asian Ministers of Education Organization (SEAMEO), an international organization dedicated to promoting co-operation in education, science and culture in Southeast Asia. As of the signing of the SEAMEO Charter, SEAMEO has 11 Member Countries. First established as the Special Project in Archaeology and Fine Arts (SPAFA), SEAMEO SPAFA became a SEAMEO Regional Centre in 1985, hosted by the Government of Thailand. It aims at being the world’s reference and authoritative knowledge centre on Southeast Asian archaeology and fine arts.
